A. Overview of Data Collection and Purpose

The Marinov Report compiles, analyzes, and publishes athletic and academic evaluations of Prospective Student-Athletes (PSAs) strictly for public journalistic reporting and standardized scouting databases. The personal data collected and displayed may include but is not limited to: student-athlete names, high school/club team affiliations, graduation year, jersey numbers, verified physical metrics, public academic markers (such as core GPA), and open-source game footage. This data is processed under legitimate business interests to assist higher education institutions in evaluating prospects equitably.

B. Strict Non-Exclusivity and Uniform Access

In accordance with NCAA Bylaw 13.14.3, all profile details, scouting updates, and analytical evaluations are stored on a centralized electronic database.

• No student-athlete data is collected, modified, or withheld to provide an exclusive or preferential recruiting advantage to any single institution.

• All student-athlete data profiles uploaded or modified within our system are pushed simultaneously and uniformly to all active, paying subscribers.

• The Marinov Report explicitly prohibits the generation of confidential, hidden, or customized student-athlete tracking reports at the request of individual subscribers.

C. Mandatory NCAA Regulatory Audit Sharing

To maintain operational certification, The Marinov Report is legally required to submit to annual retrospective monitoring via the NCAA Post Expiration Review Form (PERF) process. Consequently, any student-athlete profile information, data timestamps, publication schedules, or logs detailing which institutional subscribers accessed specific student profiles will be disclosed to the NCAA Enforcement Certification and Approvals Group (ECAG) upon regulatory request. By appearing in our public or subscriber-facing directories, student-athletes acknowledge that this data is shared directly with collegiate compliance officers and NCAA regulatory bodies to maintain the integrity of collegiate recruiting.

D. Data Accuracy, FERPA Boundaries, and Opt-Out Rights

The Marinov Report utilizes public records, direct athletic department submissions, and open media data. We do not knowingly access private, non-directory educational records protected by the Family Educational Rights and Privacy Act (FERPA) without explicit, written student or parental consent.

• Correction and Removal: Student-athletes or their legal guardians retain the absolute right to inspect their profiles for factual accuracy, request corrections to statistical anomalies, or opt-out completely by submitting a removal request via our official support channel.

• Regulatory Exemption: Please note that if a profile is removed from the active directory at a user's request, historical data logs may still be securely retained for a limited period solely to fulfill mandatory, backward-looking NCAA compliance audits.
